Lancashire Learning Consortium is a founding and active Member of the Third Sector National Learning Alliance (TSNLA), an important body for gathering and representing the interests of voluntary sector organisations to Government and other national stakeholders. Consortium Development Manager Jonathan Gilbert represents the Consortium as a Member of the TSNLA Board.

 

NCVO in London was the venue for the Alliance's second Annual General Meeting (AGM) where the routine presentation of Annual Accounts and Election of Directors took place. Upon election, a warm welcome was given to new TSNLA Board Member Anthony Harmer (Chief Executive, ELATT).

 

Members present were treated to a plenary from Cheryl Turner (Programme Director - Third Sector, NIACE) - a long-term supporter of TSNLA - exploring the current landscape in terms of learning and skills policy and strategy. Key developments include:

  • Localism - represents a shift in power to the local level. This is a cross-departmental agenda and there is an opportunity to shape. Includes a right to challenge and a right to bid.
  • New Economic Policy - increased focus on growth, small business and LEPs. Is reflected in new skills policies. There is more focus on market forces and interest in prime contractor model.
  • Significant Reduction in Funding - current review and reform of adult learning linked to 'big society. There is a clear expectation of more for less.
