In 2004, the UK Government's Learning and Skills Council (LSC) launched a policy called "Working Together". One of the key elements of this strategy was a desire to see consortia of voluntary and community organisations established and supported in each of the LSC Local Area Offices, including Lancashire.
Lancashire Learning Consortium started life as a Steering Group for a £1.2 Million European Social Fund project to train 300 trainers across Lancashire's voluntary sector. This project was led by the Lancashire Adult Learning service of Lancashire County Council, who have remained close partners for the Learning Consortium. A key output of this project was the establishment of a third sector learning consortia in Lancashire, which was formally achieved in August 2007 with the incorporation of LLC CIC.
In March 2008, the Company appointed its first member of staff and began delivery of projects in its own right. Initial projects included the promotion of Train to Gain to third sector employers and the management of a bidding and allocation process for NLDC grants.
